You can monitor your water usage by using the “EyeOnWater” to get online access to your smart meter. See “Smart Water Meter” Page for instructional videos on how to setup the app. By using The EyeOnWater App, you can review your water usage, set up leak alerts and monitor for leaks, and see when your highest usage times are.

Explanation of Bill
Calculations in this example are based on the rates published in the Rate Order published on June 27, 2023. You can find information on the current rate order here.
- Number of gallons measured during the billing period, measured in 1000 gallon increments. Can be seen on your SmartMeter.
- Graph of water usage for the last 12 months. Can be viewed in the EyeOnWater App.
- Water charges. The billing for the water usage in this example is calculated as follows: $12.00 + 3 x $1.50 + 4 x $2.50 + 5 x $4.00 + 15 x $6.00 = $136.50.
- Sewer Charges. (Includes solid waste collection and disposal service). The billing for sewer charges in this example is $40.50 + 20 x $2.00 = $80.50.
- LSGWC Fee: Lonestar Groundwater Conservation District fee ($0.098/1000gal)* Therefore, in this example: $0.098 x 30 = $2.94.
- SJRA Fee: San Jacinto River Authority fee ($3.44/1000gal) Therefore, in this example: $3.44 x 30 = $103.20.*
- TCEQ Fee: This is a pass-through fee for the Texas Commission on Environmental Quality and is equal to 0.5% of the sum of the Water and Sewer charges. Therefore, in this example:($136.50 + $80.50)x 0.005 = $1.09.
- Total Balance Due and the deadline to avoid late payment penalty.
- Late Fee. Penalty for Failure to Pay Bill Before Delinquent. A charge of 10% of the amount of the Consumer's bill shall be added there to when such bill has become delinquent.
*LSGWC & SJRA fees are pass-through fees. The rates include an additional 15% charge (per SCUD Rate Order) and are based on the rates established for the Fiscal year 2023. These rates are reviewed annually when these agencies establish their operating budgets.
To promote water conservation, the Spring Creek Utility District has established escalating rates for water usage. Per the Rate Order published on June 27,2023, the monthly rates for Residential Water Services are as follows:
For the first 3,000 gallons of water used $12
For 3,001 to 6,000 gallons $1.50/1,000 gallons
For 6,001 to 10,000 gallons $2.50/1,000 gallons
For 10,001 to 15,000 gallons $4.00/1,000 gallons
For 15,001+ gallons $6.00/1,000 gallons

In accordance with the Drought Contingency Plan (DCP), the Spring Creek Utility District has adopted a revised billing structure that is sensitive to both the severity of the situation and the needs of our residents. Rates higher than these adopted in the Rate Order are applied when water usage exceeds the "Monthly Residential Allocation", which is set at 6,000 gallons. The table below shows the rate structure for the various stages of the Drought Contingency Plan (based on the Rate Order published on 06/27/23)
